Dear ESSA Working Group:

We have 14 individuals who have indicated strong interest in the ESSA Working Group. While the list looks fairly balanced in terms of job-type representation, we would like to have better geographic representation. We will likely add 5-6 additional CASE members to the group going forward, as I will be attending meetings on the Eastern Plains and Western Slope in the next two weeks.

While the ESSA Working Group is an ad hoc committee of CASE, we think that you should plan on about six meetings; more could be added if the group feels it is necessary. Incoming CASE Executive Director Lisa Escárcega and I have talked about the working group’s purpose and duration, and we will both be in attendance at the first meeting. CASE will not be able to pay mileage reimbursement for a committee of this size, but if travel expenses will prohibit your in-person participation, please let me know, as we can pay a few travel stipends. We will also have a conference line for participation from any location.

The first meeting is scheduled on Monday, May 9, from 11 am-3 pm at Colorado’s Finest School of Choice, 300 W. Chenango Ave., Englewood, CO 80110 - Room 113. (The school is a secure facility, so you will need to sign in at the front desk.) Since lunch will be provided, please RSVP to Barb Albright,
balbright@co-case.org by Thursday, May 5, so we can get a lunch count. If you can’t attend in person, please let Barb know if you would like to connect via phone.

Purpose of the Working Group:

The purpose of the ESSA Working Group is to create a deeper understanding of the new law; to make recommendations in the development of the state plan and potential legislation in 2017; and to support the work of CASE in multiple settings to ensure representation of member voices. This will be a focused effort to prioritize CASE efforts and strategic connections with other likeminded organizations.

Some Proposed Areas of Discussion:

1. Introductions and establishing group norms

2. Grounding in ESSA

a) What is the main focus of the law?

b) What is different between NCLB and ESSA

c) What does new flexibility look like at the Federal Level

3. Review of best materials available, including state, local and national viewpoints

4. What are the “big buckets” where we should focus time, resources and energy?

5. Colorado Law

a) What should we focus on getting rid of or introducing?

b) What does flexibility look like at the state and local level?

6. June 17 ESSA Summit and Partners (CASB, CEA, Colorado BOCES, PEBC, CEI and the Rural Alliance)

7. CDE Spoke and Hub Approach

8. Other efforts (even contrary to our interests) underway in Colorado and nationally; strategic partners
